Have you contacted Google support to find out whether this is their policy, and if so, what the policy actually is? It sounds like most people who use Google Wallet have never had to do anything like this, so it seems odd that they're asking you to. Maybe there's a reason. (Or maybe it's a glitch and they'd be shocked to hear about it and would immediately fix it. Or maybe they've recently put some new policy in place.
