It looks like it's a common definition of the US "survey foot". https://www.nist.gov/pml/us-surveyfoot has some background on the unit. It's been deemed obsolete since January 1, 2022. I'm not sure why units.lib calls the ratio "british" though. TLDR: the "(US) survey foot" is 1200/3937 SI meters, and the "(international) foot" is 0.3048 SI meters, a ratio of about 1.000002000004000:1 or 1:0.999998.
