https://hacker.house/releasez/expl0itz/telnet_term_0day.py was released last week... it's a proof of concept that doesn't do anything except make telnet crash, but I'd be surprised if it couldn't be modified to allow arbitrary code execution.
PuTTY is a graphical app, and therefore not a replacement for telnet(1). If there is a way to use it from a command line, please let us know.
