I tend to think we shouldn't have a default .profile at all. (I don't use the default file, and I don't set PAGER in my own files.) But I see that it contains only PATH. In general, I think people tend to configure dotfiles how they want them, and that we should avoid changing defaults and imposing choices on people. Of course not setting things is a choice, but BSD systems have a longstanding practice of following tradition when it's arguable.
