I've sene this same thing on my N95 from time to time. What you can try to 
do is to do a Talks long clear to bring up the TTS list. Then switch to a 
different TTS and press select. This has saved me from having to turn off 
and on the phone. This doesn't always work but in most cases does. Then I 
jsut switch back to the TTS I was using. In the case of Eloquence I mornally 
use the 11KHZ and then switch to the 16KHZ when speech stops and then if it 
picks back up when I switch I then switch back to the 11KHZ one.
