perhaps what vodafone did is temporary disconnect the line and make the phone 
unusable? so when someone replace another sim card, he 
or she can use the phone as usual.

When I had the misfortune to have my phone stolen, I contacted Vodafone and
they rendered the phone useless immediately within 15 minutes of it being
stolen as I told them the IMEI number.
