The Talks mode time out has to do if you want to issue another Talks command 
after the first one. Example if you want to raze the volume lets say from 
volume 5 to 9. If you have the Talks mode timeout set to single commands, you 
would have to do a Talks 6, Talks 6, Talks 6, until you got to volume 9. Now if 
you have the Talks mode timeout set to lets say 1 second! Then you could raze 
the volume by doing a Talks 6, 6, 6, 6, as long as you kept pressing another 
key within the 1 second timeout you have set Talks will take it as a Talks 
command without having to press the Talks key each time. This is good maybe 
when you are changing volume and rate and maybea cursor stuff. Other then that, 
i never use it. I leave it at single commands beings I do not want to wait for 
the timeout in order to keep on typing after issuing a Talks command. So 
hopefully this help you understand what the Talks mode timeout controls.
