Its very hard to compare the too. For me, Voice Over is clearer but, it could be the pitch of the female voice that is used. Talks voice is identical to my JAWS voice so was not a problem to get used to. I have noticed that my daughter doesn't turn off Voice Over on the phone as she did Talks. Whether it is the way the phone runs with the voice running or its listenability, (is that a word?) I don't know.
