So, as it turns out, despite the fact that my generic charger works just fine with at least 4 other devices to charge them, my particular USB charger is just defective in that it will not charge my particular N86. I borrowed a friend's generic USB charger and it worked perfectly fine to charge my N86. The funny thing is that mine is the over-priced Radio Shack version of the charger and his is the laughably cheap ultra-generric no-name charger from Ebay.
So, in summary, there is nothing special that needs to be done to charge these Nokias, you just have to test your devices to make sure they work. Assume nothing. It uses a micro USB plug. A mini plug is to big. So if you are going to tell someone what type of cable to look for. It is a micro and not mini as far as the end that goes in the phone.
