This would be great, and probably not so hard.  Basically, clicking
"read" on a note would:

  refrain from showing that note (when fetched as that logged-in user)

  unread mark would be removed if there is a comment.

Perhaps also "ignore" which is like "read", but doesn't go away on new
comments.

But, I think this would mostly result in making it clear that the
"unreasonable closers" are not personally aggrieved by lack of
filtering, but acting on a belief that no note should remain open, and
that if an armchair mapper can't fix it, it is not worthwhile.
