it is all a question of scale. If the mapping is very coarse, you can have lots 
of things ignored by interpreting „predominantly“ to apply to churches, 
schools, parks and quarries, but ultimately landuse is about what happens on a 
plot, for landuse a single plot is typically defining the scale, and 
predominantly refers to this plot. It is still residential landuse if have a 
room dedicated as an office in your house, but if you also sell the tens of 
cars parked in your courtyard, it’s likely retail and not mere residential 
landuse.
