For a traffic sign "maxweight x tons except for bus"' situation the
wiki is, for once, fairly clear
maxweight=x (where x is the relevant number with any units applicable)
maxweight:conditional=none @ bus
on which page precisely ?
the problem is that the wiki describes the most minority case, the
alternatives I mentioned in my message, particularly maxweight:bus,
are 10x more numerous, hence my message.
OSM page https://wiki.openstreetmap.org/wiki/Key:maxweight
Yes .. I looked further after your message and found maxweight:bus=none
too... that is a fair way down the page...
I got 'maxweight:conditional=none' from just before the section titled
'Basic example' a fair way up the page.
"unlikely to find place where one is actually allowed to drive vehicles
without any weight limits. However, it is the value used with
maxweight:conditional=none @ * so should be treated as meaning defaults
apply."
The meaning of 'defaults apply' would be local legal defaults .. I think.

My perceived confusion is between the keys
maxweight=* and
maxweightrating=*
The second one to me is preferred for the vehicle manufactures gross
vehicle weight while the first is for the maximum permissible weight on
a way (usually a bridge) normally specified to prevent damage to the way.
