Let's imagine you start a voting for the exact same text as is now on the tag definition page. If it wins it will change the tag status from "de-facto" to "approved". If it fails, will it change the tag status from "de-facto" to what? Strictly, voting is about a proposal, not about "tags" (it is about the definition/meaning that should be associated to the tags).
