I don’t see a problem in either having slightly different implications with the same tag, depending on the jurisdiction where it is used, or use different tags for similar things (like zebra here and marked in the US). Which would be equivalent tagging for crossing=zebra without the crossing tag? I don’t see it in the proposal.
