I don't know of any charity which buys items to then resell or
distribute them, although that can happen in some obscure situation.
This, of course, assuming we're talking about a charity in the first place.
If indeed it's a charity, then it's possible to refine it further to
specify its type of activity.

Maybe, but only if there's some tag to clarify that the shop=charity
only accepts items as opposed to selling them. Apparently we avoided
overloading some other similar tags in that manner: for example, "cash
for gold" shops are often tagged shop=collector or shop=gold_buyer
rather than shop=pawnbroker.
