That's an interesting problem. Does the mediawiki API support CORS? If yes, we could easily create a very simple third party GUI form for it just for voting or adding a new comment on the talk page.
In addition to the osm-proposals site, Martin is developing a MediaWiki extension that would make it easier to vote on a proposal. [1][2][3]
