How you would then distinguish https://wiki.openstreetmap.org/wiki/File:Bubbler.jpg and https://wiki.openstreetmap.org/wiki/File:Water_flowing_from_drinking_water_tap.jpg (upward tiny flow vs downward flow that basically always is more significant)
