I have made changes to the proposal. I tried to clarify some things because the proposal is smaller then it seemed at first. I don't force people to discuss on the forum, nor does the current proposal process require discussion on the mailing list. The recommended discussion place is and stays the wiki's talk page. I only change the medium where you have to announce a RFC or vote.
