1 and 2) yes. Select a tag, for example: https://community.openstreetmap.org/tag/tagging and click the bell icon. There you have several options about the intensity of notifications. You can for example follow everything, topics and comments. You can for example get a notification about new topics. You can then follow the topics individually you would like to follow. And there are more options so I would say choice enough.
3) Not really as far as I know. You could setup an email rule to filter these RFC and votes out. While I understand that you have a certain system to keep track of the mailing list, you can't except a new system to be the exact same as the old system. With 1 and 2, you can come quite close to what I think would be a workable situation. Every system has their pros and cons.
