Agree with Jan here, I didn't see the RFC either, but looking now I feel there are still things which need discussing before voting.
In general I agree with the idea, but I don't feel like the issues at https://wiki.openstreetmap.org/wiki/Talk:Proposed_features/electricity are resolved yet so would have to vote no if the voting went ahead so that these issues can be resolved.
