Ah, so you want to tag for the renderer.  Firstly, the renderer could
choose not to show small car parks below a certain zoom level,
which would prevent clutter automatically and is preferable to
mappers tagging "In MY opinion, this car park is unimportant."

Street-side parking usually isn't of interest until you

If you're not in the area but expect to go there and are looking
for parking, ALL parking areas are of potential interest.

And people park in them.  Which kind of defeats any argument that
they are of lesser importance.  Often they are free, although of
limited duration, which can make them preferable.  Often they
are nearer to a POI or group of POIs than the larger car parks.
Often such parking areas are full when large car parks are not.

So tagging for the renderer because, in your opinion, these car parking
areas are unimportant.
