We have similar services to those, but I wouldn't map those. If you
subscribe for a high enough tier of Telekom Internet, you get access to
FON. If you subscribe to UPC and enable it on your modem, you get access to
UPC Wi-Free.

We must not map these because these are not hotspots of public interest.
You can not simply pay a given sum of money (or register for free) to
connect - if you don't live in a house where there is Telekom/UPC coverage
or you don't want to sign up for years of commitment - you're out. Also FON
has their own map, so similar to campus Wi-Fi, those who have access
already know where to look for it (this was a phrase on the wiki in the
past).

We must only map points of public interest, this is why we map neither home
water taps, nor encrypted home Wi-Fi. This is not my opinion - these are
the established practices of mapping - do tell me if this policy changes,
because I wouldn't mind mapping these myself.

FVGWiFi is a bit different that you don't need any serious commitment to
get access and it is indiscriminately accessible for anyone living in the
country, hence I think it qualifies as being of (local) public interest and
is mappable.

We had similar, but less restrictive network providers in Hungary in the
past, for example WifiZone and Wiera, not sure if they are still free.
Certain municipalities also operate dozens of protected hotspots in their
own district/town, I guess they have similar limitations so we could map
them with the same tags after we invent the missing keys.
