assumptions:
- in developed countries, all "higher" highway types can be assumed paved
- in developing countries, anything from secondary down (or even primary)
may be unpaved
- in rural areas of the US, it's not safe to assume highway=residential is
paved if tiger:reviewed=no
In the outskirts of Berlin, I have unpaved highway=residential in good
neighbourhoods,
that are muddy when wet and dusty when dry. Thus Germany qualifies as
developing country?
Now that residents are relieved from paying the state parts of the building cost of their roads from
this year on, the situation might improve eventually...
