In the past, I've marked access=no + emergency=yes on thing like paths leading down onto the beach, as life guards , ambulances & police are allowed to drive onto the beach; & also on driveways leading into the back of fire & ambulance stations, which they use to bring their vehicles back into the garage, but that now seems a little bit pointless?
