+1 for more defined tagging and a new top level tag for airport/hotel
lounges, a facility mostly designed to provide comfort. They exactly a
regular cafe, bar or restaurant, so although changing tags means they'll
drop out of most OSM apps, in the long term I think it's worth it.

Could we simply use amenity=airport_lounge and amenity=hotel_lounge?

Since they are a kind of hybrid cafe, bar, restaurant, internet_cafe we
should re-use a lot of the existing subtags for those features to add
further details about what services are available.

I've been mapping these as access=private where you must have some status
or ticket to get in (no way to pay for access) and access=customers where
you can pay an entry fee.

I think this should be separate from a waiting area at a transit stations,
which are mostly just seating areas.
