As unlikely as it is that this will actually happen yes, this would be a very good idea. As Frederik has said there were projects competing with OSM following a more centralized, more heavy handed approach - but most of them vanished. Having an alternative where those who are not satisfied with the laissez-faire approach of OSM can find a place would be very healthy - even if, especially if this turns into a serious competition.
