It seems to me the easiest way would be to use good documented,
implicit parking:condition-values for the roads. So for example every
road in a certain type of short-term parking zone in Vienna would have
a tag like parking:condition=AT:ViennaSTPZ1.

pbnoxious wrote that 'crossing=zebra' is a shortcut for the tags
'crossing=uncontrolled' and 'crossing_ref=zebra'. So why don't we
use specific implicit values as shortcuts for all the complicated
parking:condition:<side> tags?
