maybe it's time to split tag and render in 2 what the objet look like : fountain, tap, trough, pipe, well that can tag using existing amenity or man_made key. the render already have a icon for some of them.
the quality of the water blue if unknown, green if it's drinkable, red if it's not drinkable. I do not, however, see how it is easy to include water_point in this schema.
