Similar tagging scheme, yes, but with a big functional difference, that is,
they appear on single-lane roads and can be used in both directions,
independently of the side of the road they are on.
My starting question was specifically for emergency bays on two-lane roads
where, typically, you could not easily cross to the other side in case you
have a technical problem. They are frequent here on heavy-traffic, two-lane
(not dual-carriageway!) roads. They are also typically not placed in pairs
on both side of the road across from each other, but staggered.
