IMHO the tag is appropriate. Admittedly, I don’t see in the German version a restriction to mapping water jets. Historically it was “Brunnen” until 2015, when it was replaced with “Springbrunnen oder Wasserspiel” https://wiki.openstreetmap.org/w/index.php?title=DE%3ATag%3Aamenity%3Dfountain&type=revision&diff=1185148&oldid=1131553 My guess is this change was introduced to avoid confusion with wells (also called “Brunnen” in German), not to exclude decorative fountains. Ultimately, this is a problem (or at least question) to discuss on the German ML/forum, as it doesn’t concern the English wiki. Cheers, Martin
