Hello It seems that there is some disagreement whether `amenity=fountain` is the appropriate tag for some type of fountains where the water isn't jet into the air but runs out of a pipe (example[^1], tagged `amenity=fountain` like all such fountains in Bern).
Originally, such fountains were built to provide people (and animals) with water, but now they mainly have a decorative and cultural purpose, in contrast with water wells or drinking fountains[^2]. Furthermore and unlike water wells, the water isn't directly accessed from an aquifer[^3]. The discussion[^4] (in German) came up because the definition on the German OSM wiki page[^5] excludes this type of fountains while the (approved) English definition of `amenity=fountain`[^6] ('a fountain for cultural / decorational / recreational purposes') in my opinion does not.
