we could use a relation to avoid overlapping ways, something for linear features, and maybe also something for nodes (e.g. different traffic signs on the same pole). Using multivalues There is already a proposal for these: https://wiki.openstreetmap.org/wiki/Relations/Proposed/Node The line relation might be expressed as a route (e.g. route=barrier), but it would be better to allow for non-continuous ways as well (often bigger barriers tend to have bifurcations and deadends, e.g. the chinese wall).
