In my eyes this is wrong tagging, but it seems to show

in Belgium that's a round white plate with a red border. In the case of "except 
...", you know there can be traffic from the other direction.
For the red plate with the white line, it excludes all traffic in that 
direction. Although, typically bicycles and moped of cat A (< 25 km/h) are 
allowed via an exception sign.
