wants a tag to describe the building= .. without going into the
details of what is inside, the levels, roof ... they want to map the
basics and move on. So they are best served by a simple
'building=mixed' tag and they can then go on to the next thing to map.
You don't have to use all the available options, of course! As I said:
it's just about notation to be coherent and extendable. You don't have
to add the roof shape or the color of the walls yourself, but if the
next person wants to do it, she needs only to add another option.
After all OSM is about GIS _and_ collaboration, not only GIS.

What about _another_ commercial part on level 26? And what if those
parts are not actually whole levels (half is rented by offices, another
half is occupied by school)?
With S3DB your primary object is the geometrical "slice" or "block",
which may have multiple different properties. This proposition suggests
that some properties are on whole levels only, because it's impossible
to put any more complicated shape as a value. This is less flexible
solution - in S3DB slice can be really just a part of the building or
even a part of the level and you can easily draw them.
