Now I am less sure. IIRC the idea settled on rendering everything except short blacklist but according to https://github.com/gravitystorm/openstreetmap-carto/pull/604 it was done by selecting many popular values what would exclude shop=bicycle;skateboard (what IMHO is a poor tagging, it should be [shop=sports; sports=bicycle;skateboard]).
