we are trying to squeeze into one value something that has many more 
aspects:

* legal: allowed     yes/no/unkonwn/dontcare
         obligatory  yes/no/unknown .. more values?     
* "prevalence" maybe widespread, customary, clothing optional
* local usage : eg permissive is fairly well understood in many places

Will one tag be enough? I think there are not so many meaningful combinations
so one tag could work but we should not be afraid to list many possible values.
