Sure, but designated as unsuitable is not about right of access; it's a different kind of attribute. So something like unsuitable=hgv would denote that there is some official signage saying hgvs are unsuitable, and separate that from notions that they are prohibited. This may seem pedantic, but using the osm data is confusing enough already, and legal rights and physical reality are entirely separate issues.
