I like your idea of splitting surface values into paved and unpaved
tags quite a lot, Matthijs. It allows certain values (such as
compacted) to be considered paved or unpaved by different communities,
and it's easy to identify a contradiction (when both tags are
present).

To note, I see the risk you pointed out as yet another reason towards
setting unpaved as the default value, at least for some kinds of ways.
But checking ITO Map (http://www.itoworld.com/map/215) over various
areas, it is clear that this would make a ton of people dissatisfied,
even in large cities with lots of contributors like Berlin and
Amsterdam. Given that, I think it's healthier to consider paved by
default and distinguish unpaved ways soon. This will invariably make
some people interested in this topic, which will then lead to this
information being provided more often. In the future, with good
coverage, we may then change the default to unpaved.

Would paved as default be a problem in Brazil? In my daily experience
in Porto Alegre, it would about once a month, but not with big risks.
In some nearby cities this could be closer to a few times a week, but
still not that risky. The major risk would be an inconvenience such as
bogging, but not so often an accident with injury or death. If I were
an elder trusting my OSM-based GPS it probably would involve more
risks, but I'd mostly be alright too. My area is reasonably well
paved, but other areas of the country are far less so. What do you
think, Gerald?
