Unfortunately, the wiki discourages the use of "fishmonger": http://wiki.openstreetmap.org/wiki/Tag:shop%3Dfishmonger Separate tags seems correct here but the wiki should link the alternative, explain the differences like you did and provide a solution when a shop does both.
