Big +1 We shoot ourself in the foot by keeping this chaos. This question is also related to the single contributions debacle, tools developers, inconsistent presets, etc An additional WHERE statement can solve issues for the renderers but they may fail to help other data consumers. Also you have to know that some level of complexity is creating a new market for 'specialists' or 'experts' who can sell commercial services for interpreting the OSM dataset. So maybe not everyone has interest to simplify the project.
