A boulder is a loose single rock fragment. That's what the tag natural=stone is for.

Completely agree that natural=rock for rock covered areas doesn't fit
well in the tagging scheme (it is not a topographical feature o
type/class of terrain but a physical description), better use
landcover or surface instead of the natural key for these.

I am not sure about this, because there's also natural=water, natural=sand etc.
But anyway... we came to the same conclusion that we better use another tag for rock covered areas.
