For me, it's clearly duplicates. Like keeping the "amenity=parking" node when you draw the parking polygon. Or keeping "abutters=residential" on the highway when you draw the "landuse=residential" polygon. Or it's just for backward compatibility, like keeping "natural=water" on "waterway=riverbank" until mapnik stylesheet rendered correctly riverbanks...
