Isn't it a bit early for that? Most uses of the obstacle key are still for values unrelated to your proposal: http://taginfo.openstreetmap.org:8001/keys/obstacle#values And there doesn't seem to be any implementation (or interest in / work on such an implementation) in applications yet.
