we are discussing setting up a server (under the auspices of OSM US)
which can serve as a laboratory for historic event tagging (among other
things). it will be possible to set up different databases that can be
overlaid on top of the core OSM tiles to display different historical maps.

i agree that great historic detail should not go in the core OSM database,
it's exactly the sort of stuff you want to do as a mashup.
