ADR is a European contract. Countries and Countys can add special
limitations to ADR. In Switzerland this is SDR and hast to corespond
with ADR.

Sounds reasonable. As this seems to be country specific it might make
sense to clarify in the wiki for which country this applies.
Colin refers to the tunnel category. Every tunnel has an ADR category
and it makes sense to add this to OSM.
I'd do so - hazmat is a very rare tag so adding more
information/clarification/proposals would be a good thing.
A proposal would be good.
