I haven't moved it to RFC yet since I want to polish it a bit more, but a couple of things to note. - Currently every waterway is equivalent to directional=yes. If it's been drawn in the opposite direction, it's been drawn incorrectly. - I prefer directional=* over flow=*. Flow could be confused with the quantity of water, whereas the proposal is concerned with the direction only.
