I can't follow you here. Functional classification of inhabited places (settlements) doesn't have to be subjective, it's the standard in antropology / spacial planning AFAIK. Nobody (at least that's what I hope) would be so dull to say place X has 9999 inhabitants and is therefore a village, place y has 10001 inhabitants and is a town. And if a family moves to place x it will become a town?
