no, and a shop=butcher or shop=hairdresser don't sell neither, but
that's not the point. The point is that kiosk is a kind of building
and/or a shop typology, but is not refering to the stuff sold. It
could be either food or newspapers/tobacco/sweets/etc. and/or lotto
and/or public transport tickets and/or telephone cards and/or flowers
etc., so it doesn't fit into shop=xy because it doesn't allow to
deduct what is sold/which service is offered (which is the purpose of
the shop-key).

Use building=kiosk for standalone Kiosks and building_part=kiosk or
s.th. similar for shops that are part of a building and sell out of
the window (and are considered to be kiosk according to the mapper).
