That would be the perfect way, but very complicated. Many things in OSM are subjective. Having a tag which enables us to indicate "this road normally can be driven at around 60 kph instead of the legal limit" would be much, much better than nothing. Right now when I make a routable map for a Garmin GPS I can set the road_class and road_speed only by looking at the Highway=* tag. This can lead to strange speed estimates.
