here in Italy we do have lots of traffic circles where priority is not 
to the cars inside the circle; most of them do not have priority 
to the right, however, but they give it to the main road in the junction, 
unless they are in areas with very little traffic.

Anyway, I didn't know that there was a name for them, but it has 
always been obvious to me that they were non-roundabouts, 
with no need for additional tagging, except perhaps for a note 
to prevent other mappers from adding a spurious junction=roundabout.
